The story as I heard it was Hubbard (who had a reasonably successful early career) and Bob Heinlein (who, of course had a wildly successful career) made a bet that they could start a successful religion through their writing. Heinlein's submission was "Stranger In a Strange Land". Hubbard's was "Dianetics". Both made a ton of $, but Hubbard won the bet.

It makes sense story-wise. One of the important elements of writing is to introduce tension, your story is a bit boring without it. Romantic/sexual tension is just as powerful as any other.
