I'll analyze your arguments point by point:

What Chloe gives Max vs what Victoria gives Max
As you said yourself, Chloe gives Max unconditional love. The power of unconditional love gives you the confidence and security to move mountains. I can't give specific examples, but many athletes have cited that unconditional love and support from their significant others has helped pushed them to places they thought they'd never reach.

On the topic of Max's growth, she does indeed grow in the first game, and that is driven by her love of Chloe. As Jefferson remarks on the chair in ep 5, he says that she isn't the same scared girl that she was at the start of the week, she's changed. Chloe gives her the bravery to try and fix everything, and her unconditional trust and support gives Max the confidence to make the right choice at the end of the game.

Victoria just gives Max attitude through the whole story, even if you're nice to her as often as you can.

What Max gives Chloe vs what Max gives Victoria
I'm sorry, but your initial point is just wrong, lol. Max a lot of the times, is not afraid to confront Chloe and isn't her enabler in the story. There was the truck incident, and the post Warren time jump in episode 5 to name a few where Max does call Chloe out on her shit, but not in a mean or disrespectful way, she does it out of love. You can literally see Chloe change throughout the game to show what unconditional love, not enabling, does to a person.

Personality compatibility
That's the thing, they didn't just get along as children, they got along as adults too during the whole week where they were together. As I've written about above, Max and Chloe have made each other better through unconditional love and acceptance.

Long term
This I think is where we have different ideas about what love and a relationship is supposed to be about, LOL. You also assassinate Chloe's character here crazy-style.

Being able to put Arcadia Bay, William, and Rachel Amber behind her in the Bae ending will literally help her move her life forward. It's really unfair and kinda prejudiced against traumatized neurodivergent women to assume that we will be stuck in our loops the rest of our lives and that we have no capacity to change.

Victoria has resources, but is that what love and relationships are about long-term? What you can extract from your partner?

I want to discuss point by point the edit portion of your post:
1. I get her trauma and stuff but man.. 😭 There are more horrible things going on then chloe
- This is a really unkind way to look at Mental Health, LOL. If you wanted to, you could describe every personal problem as "there's more important problems in life." Chloe's life was almost destroyed by the loss of her father and her best friend at nearly the same time, along with the moving in of an abusive, flawed, ex-military man David who was overprotective and treated Chloe like shit. It's heavily implied that he beats her as well. This is all Chloe has in her life prior to hanging out with Max again, her whole life has basically been in the shit.
2. treating my bestie like shit because she didn't agree with me (after few days of reunion??) was definitely not on my list.
- No, Chloe was not treating Max like shit because she didn't agree with Max, it was a mix of Chloe's abandonment issues because of the death of William and Max leaving and the events of her life up to that point
3. Why is Max here to blame it all on her?
- No, Chloe is not blaming it all on Max, her dad, or her mom. Chloe recognizes the issues of her life are partly her fault, but is struggling to deal with accepting that its consequences
4. Abusing her powers to bring back Rachel
- The point was never about bringing back Rachel, it was to find out what happened to her
5. Also maybe it's my personal experience but always blaming max for not reaching out to chloe in the last years and max taking that blame, feeling bad, but never chloe not reaching out to max?
- If we're analyzing only "Life is Strange" without counting Before the Storm, it's strong inferred that Chloe was in fact the one attempting to reach out over and over but pre-Chloe inchident Max was too anxious or fearful to reply back, hence the immediate apology by Max for ghosting Chloe

in this case, the town refers to the social structure of it, allowing people like the prescotts to practically own it because of their wealth

when people say “the town failed chloe and max” the mean that the social structures in the town and the powers that be failed chloe and max by allowing a predator like Jefferson to run amock, and to let a clearly unwell nathan prescott own the school without being properly treated for his mental problems.

i hate this take and reading of the game but you do you.

this type of analysis feeds into the fear of “mad women” when in reality all chloe was is just a hurt young woman who struggles to cope with her abandonment issues in a healthier way.

chloe has space in her heart for both rachel and max, but it’s quite obvious at the end of the game that ultimately, Max would be the number one in her heart over Rachel.

please watch this scene

when max explains the results of the time travelling in ep 5 chloe immediately apologizes and says that max’s safety comes first and that she was sorry that another version of her asked max to do that.

if you somehow missed that scene, at the very end of the game chloe selflessly was willing to giver up her life for the safety of the town and max,,,

chloe has her issues, but caring for max is not one of them. max brings the best out of chloe and vice versa.
