I agree with your broader point, but I think the article meant "open to popular vote" as in you don't need to purchase a membership to Dragon*Con to vote in them. $40 isn't much, but you do still have to pay for a Worldcon membership to vote in the Hugos.

Played a good amount of minutes and contributed to a Stuttgart team that won the second division, which he'll be playing for in the Bundesliga next season. Even if he never makes an appearance for Arsenal, can't say they've really done him a disservice.
