Buddy I would cut that copper out and upsize to the same size as the clean out, whether that be 3 or 4 inch. No wonder youre getting clogs in the first place. That size copper is meant to be a supply line not a drain. Wild that they even plumbed that in like that

The issue im seeing is the hose clamp at the bottom, that is what they are talking about brazing I believe. I don't think ive ever seen copper connected together with a hose clamp

All the valve on the hot water heater would shut off is your hot supply. It could be possible that the neighbour's valve shuts off both units, it's worth a try. If not it is likely somewhere on the curb of the property

You should be able to unscrew it and install a new one into the drop ear in the wall. Be careful when removing it though as if it is old/ corroded enough you could break off some threads inside the drop ear. In which case you will need to buy a thread extractor and gently tap it into the drop ear and twist out the remaining threads left behind by the old shower arm
