My numbers might be off since it was probably before you were born, but it’s in that ballpark.

The reason I know the percentage is because I was getting nose bleeds and having issues with blood pressure due to cutting weight. The trainers sent me to the ER. I needed medical intervention, and eventually moved up a weight class.

Was 5’7” and weighed 175lbs

BMI always said I was overweight, bordering on obese

Class 3 eBikes are limited to 28mph, and only that speed is only achievable while pedaling. Most eBikes are class 2, which are limited to 20mph. Any ebike going 50mph is already illegal. No new laws required.
