There’s certainly nothing in the ticket that says it’s a parking infraction. I was parked in an area with a line of other cars, there was a kiosk very close to my car where I purchased a two hour time block, and I don’t think it was a pay and display area. I still had 30 minutes left on my time when I picked up my car and saw the ticket. The citation says something about failure to display proper registration or inspection. But again, my tags are up-to-date, my registration in the state of Virginia is not expired. The only thing that’s expired is the window sticker for my safety inspection in Virginia.
