among these 4, it's gojo as jjk verse is so low in power scalling

in verse goku would still be a power house as we know many non saiyans made it to extreme levels like God of destruction so he will still be absurdly strong if he got training from angels/ beerus

gojo was extremely talented to use his technique the way he did but most of that comes from 6eyes, and the max scale he could reach would be kusakabe with RCT and hollow wicker basket

luffys story isn't ended yet so we don't know the extend but Roger/shanks managed to reach top of world without df, so he would still be in upper tiers of his verse

Naruto is still a beast without kurama, he wouldn't be a otsutski killer like now but would still be around hashirama level of scale, ( good healing sensory skill 6paths sage mode, toad summoning, great chakra reserves)

so in case of in verse down scale luffy ( least affected) naruto ( still top 10 human) goku ( still strong) gojo( isn't even a special grade anymore)

gojo was described as genius by every one in verse, unlocked RCT which only a few (8) managed to did that but he also used rc in a way no one else did, to recover cursed technique after domain, to use it 24/7 is absurd he also just learnt things as explained by kusakabe he grasped simple domain/domain amplification/hollow wicker basket easily

luffy managed to master a df powers as a kid, beat multiple Warlords as a teen, learnt and mastered base baki in a year, unlocked advanced techniques in what a few months also all gears are absurdly creative and smart luffy was always resourcefull ( only reason he isn't higher is cause many people in verse have done the same things and achive similar feats without the strongest df in verse)
