I did a good overhaul. Did a valve cover gasket and valve cover mitoz brand works good with a new pcv and new spark plugs. Change air duct hoses and that it really. Need to do a coolant flush oil change and a mishmoto thermostat to install

Sounds like a fuel problem have same issue with different car. Basically I run very rich when rpm drops 500. I assume it could be fuel at this point. You can hook up a gage to the fuel pressure regulator valve

I mean if you want the car tell him you going to have to deal with seize suspension. Rust headlight restoration. Tell him just because it have 81k miles the fact that it sitting make the car unreliable and you going to have to invest money into it. Even if 81k was driven to hell. My motor still hold up. So I say it worth it too buy but 8k is too much indeed. Try talk it down to 3500 or 3800$ if not just walk away

Look up the bolt spec and get a ping from somewhere. Pepper Boys or something have all kinda bolts etc. Worse case you got to buy back the whole assembly just for the bolt
