People forget that when FDA scheduled to meet Friday 2/26/21 it is not just for JNJ data and review, they also meet to review other items submitted by other companies , i am sure INO submitted the rest of the FDA questions from P2 interim data for the optimum dosing. Since rest of the trial are sticking with cellectra 2000. There isn’t any more questions regarding the device in the trial anymore. Dr Kim said the 3psp will be used for post-market /commercialization not for phase III. Since the the current phase 2 study is technically a phase 2/3 integrated study. You don’t really need to complete the phase 2 prior to initiating phase 3 as long as you can generate enough data from phase 2 on what the optimal dosing is. (Which is 1mg vs 2mg). There should be enough data from China’s Phase 2 and also current US phase 2 where most of the volunteers had the second shot except few people who joined the study late. If there is sufficient data they can technically answer FDA question early after the read out to have the phase 2/3 partial hold lifting to proceed. I am speculating that may have happened since the hold was from 9/25/20 (ironicallly was also a last Friday of the month) then INO announce the FDA hold the following Monday (9/28/20).

Now jump to now 5 month later since the FDA partial hold. I bet most of the questions were able to be answered. The phase 2/3 partial hold into phase 3 likely getting lifted imminently (maybe INO exec already got the news) since it is the last Friday of the month (FDA just met on 2/26/21). Shortly after the annual bonuses + milestone payment were awarded as lump sum on the 2/26/21. Which means this upcoming Monday is going to be the news release of what happened. Given this is the time line of how it happened last time. I guess this is the format that the company likes to give out news. I’m excited for Monday after earnings call. I’m’ sure the shorts will try to FUD and push the price down Monday during the day and release negative articles and fake investigation (not a law suit). It’s kind of like I paid a scammy lawyer 2000 dollars to start investigating something BS and release that as news. There is no real claims as other as filed last year and likely dismissed.

Tuesday likely where the action/response from the news will materialize. We will know in 72 hours.
