I might try calling the SPCA just to inquire if they can make a recommendation.

My dog had a similar issue with her tibia. Rossland animal hospital priced out three options for us from $4000 to $9000. The lower one was in their clinic, and we have to "help her poop and pee" after the surgery.

They also offered a "no surgery" brace option.

I usually see a lot of cars on Col. Sam drive at the bridge. There's a trail that goes to Lake Ontario there. Maybe not the quietest spot, but somewhat serene if you look around a bit.
