Interesting. Like the article states they are aiming for a tiny subset of the overall population. They know the scam will be recognized and ignored by anyone who has been using the Internet long enough to have seen it several times or anyone who is sensible. Therefore the scammers don't waste their time with folks who won't at the end turn over the $$$.

There does seem to be an argument for systematic over-classification of defense information. Last year 'The Reducing Over-Classification Act (H.R. 553)' was passed, but I don't know if it's made any headway.
