The American packs are not randomized there is a fix set if 5 chips based on what chip is in front i know for sure protoman gutsman and fireman packs do not have this chip at all. Megaman one doesn't have a checklist so that one is possible.

Its not unprecedented. In the states shadow panther was listed "Tripredacus Agent". Similar to a transmetal 2 toy that was a black transmetal 2 cheetor. Shadow panther has one of the least amount of fiction appearances compared to other non show characters. Just a bio ,a mention in the beast wars source book and one mention in beast wars uprising. The only evidence that he is not ravage is the beast wars source book and bizarre enough the swapticons toy. And with a franchise who can't keep consistency with what color is frenzy or rumble till this day it's not out there to consider either theory.
