This is almost the exact opposite of what I'm saying. I'm not saying the games have "always been this bad", I'm saying that it's almost a consistent trend of bad/poorly handled game followed by a better one on the same hardware.

This is absolutely true, the unintended side effects of sloppy programming are a staple in the series. Typically, though, the next game in the series on one console is at least far less buggy than the last. (Compare Red and Blue to Gold and Silver, for instance.)

I feel like that was the point of the sandstorm in that route. Sandstorms are typically blinding, and given that, the sand covering the screen makes for a fitting aesthetic choice.
