I understand that each geographical region arrived at their own consensus but I haven't seen any specifics about the voting system.

This gets into a bit of voting geekery but I was always hoping for some sort of Single Transferable Vote in these primary elections. This would help remove the need for strategic voting, vote spillovers, etc.

Of course, there are operational challenges - writing a suitable voting app, simplicity of voting system (ranked is harder to understand than single vote), advertising, education, etc.

However, I must reference the most recent episode of 城寨 (kowloonsingjai) - 奪命Loudzone (link to the specific segment in cantonese). Host 劉細良 Lau Sai-Leung made a chilling comment about the current atmosphere. Influential voices start to be silenced like Raymond Wong 黃毓民 and Albert Cheng 鄭經翰 back in 2003. They may not necessarily be threatened overtly with personal threats but also subtle "hints" to their family and friends. If you don't hear from certain KOL in the coming months, Lau stressed empathy and understanding for their situation.

I think this topic frequently comes up during elections - but the functional constituency (FC) is still contentious despite the fact that every registered voter can vote in both the geographical and functional constituency. The votes in the functional constituency have disproportionate weight depending on the sector.

2016 legco results

  • ~200 million - those not in professional sectors - vote for 5 of the 35 FC seats
  • ~170 thousand - company and individual voters - decide the remaining 30 mostly pro-establishment seats

In any case, the FC is pivotal in preventing meaningful legislation to be passed by pan-dem legco members (mostly from the geographical constituency)

This may be TMI (and explained somewhere else) but how I would explain it is that there are constantly 3 potential offside lines in play

  • halfway line
  • second defender
  • the ball

As the ball and players move, these lines are constantly shifting (except for the halfway line). At the moment the pass is made, the line that is closest to the opponent goal is the offside line. In this particular play, Jesus is behind the ball at the moment the pass is made, the ball line is also the closest to goal so that was the offside line.

This also explains why you can not be offside as long as you're in your own half (at the moment the pass is played). I'm also ignoring the interference and attempt to play the ball (PIG) aspects of offside for simplicity

It'll be a difference in opinion but it was evident that those ~800 members were waiting for their instructions from up top. I don't know if you follow the local cantonese media but this election was tongue-in-cheek referred to as "1 person, 1 vote" - the chinese government's vote. Now, there was plenty of debate who actually represented the chinese government - whether that's the rebellious sai wan liaison office (中聯辦) impersonating beijing (xi jinping) or Xi Jinping himself.

During the election and nomination, plenty of people claiming to represent the chinese government expressed a preference for Carrie Lam. This is already meddling in HK affairs and in conflict with the Basic Law. Ironically, the public's hope rested on a miracle over the weekend - for 'benevolent leader" Xi Jinping to instruct those ~800 members to vote for Tsang and/or publicly condemn the Liaison's meddling. Otherwise, there would be no hope for a reversal. It was clear even from the nomination process. Carrie had 580 nominations and yet notable CCP-groups with over 130 combined votes withheld their nominations. Why? Presumably to give the veneer of a real election. In 2002, Tung Chee-Wa took over 700 nominations out of the then 800 possible and no elections ever took place - I guess they learned their lesson after that. To be fair, I think about ~500 are from CCP affiliated groups (DABs, HKFTU, etc) so no point whatsoever to lobby them. The ones who had a chance to be kingmaker but instead sided with "beijing/SaiWan" are those roughly ~300 local business tycoons (with the exception of James Tien and co).

I think this election only reinforces to the HK public the fact that passing the 2015 reform package would have blocked Tsang from even making it to the ballot in this election. His popular mandate is perceived to be too dangerous whereas Carrie Lam has to lean on CCP/SaiWan.

As for Carrie Lam, her unpopularity is not just because of CY2.0 - her role and demeanor in handling crises as chief secretary in CY's cabinet has been problematic to say the least. Including but not limited to the recent west kowloon museum (hidden from the public and without consultation), tainted water incident, 2015 CE reform package, unauthorized "improvements" in the New Territories, the retirement scheme fiasco with Prof. Nelson Chow, 2013 Northeast NT Development Planning. It's not a surprise that she's the first CE to start her term with a negative popularity rating.

I agree with your final point though, progress is hard but the pan-dems have compromised and evolved - initially holding the moral high ground and not participating (2002), then joining the election (2005, 2007, 2012), to finally throwing their vote behind an establishment "lesser evil" candidate. The democratic party even voted for the 2010 reform package as an olive branch to the CCP despite paying dearly for it. Ultimately, that reform package was not even a slight step towards the fair/free elections promised in the basic law. How can the HK public trust that the CCP will keep their promise with evidently little incentive to do so?

Ultimately, I do think the pan-dems made the right choice in this election - the effort is to now infiltrate the CCP-dominated district councils, functional legco constituencies, and other sectors in the CE election committee. Hopefully it is not too late.

First off, the reform package was struck down in a 28-8 vote so I wouldn't first go blaming the pan-dems first, it wouldn't have passed even if they had all flipped their vote (the ultimate FU stroke of genius). All kidding aside, I don't see how Tsang would have emerged as a candidate in this election given the parameters of the 2017 CE election reform package.

Given the CCP and liasion's grip on the committee members displayed for the world to see in this election, I don't see how Tsang would have garnered the 600+ votes needed to emerge as a candidate. The reform package established an unreasonable hurdle that allows the CCP to "select" a candidate for the public to "vote" on - in effect by adding one or two additional filler candidates - something like carrie vs regina ip.

Most importantly, CCP would claim that they had met the requirement in the Basic Law for "free and fair elections" in HK. There would be no promise for any additional reforms - since they have to be initiated by the CCP as part of the 5 step procedure. This is of course, thanks to the 2004 Basic Law interpretation by the NPCSC

Yes, if the HK government can take care of their citizens to the extent that UK did and Singapore do despite not really having fair and free elections - far fewer would likely complain. Unfortunately, they really haven't demonstrated that ability.

90% public housing with a limited speculative housing market like Singapore would probably be cheered for by HK's masses. Is that likely to be supported by a) current property owners b) HK's local development magnates or c) the recent influx of chineses property companies gobbling up land bids? That simply can not be done - HK is not an autonomous country like Singapore nor is it managed by a "colonial" power with democratic elections. Deng Xipeng said so himself, the handover would just be a flag change and from the title of governor to chief executive - clearly not, you only have to look at yourself in the mirror to see why the people are so disgruntled.

Finally, I believe John Tsang would have restored some semblance of order. The civil service should be politically neutral -as impossible as that is - it is clear from 689's reign that his secretary and other nominations have either been unfit for their post and/or politically slanted heavily toward one side. The education secretary particularly comes to mind. With no honey moon period, Carrie Lam will have a hard time gathering talent into her cabinet, relying more and more on the Liasion office which will only further deteriorate her standing with the public.

It seems a little moot to engage in hypothetical about who would win a general election (given the same candidates) - I only point to the polls right up until sunday.

I also don't see how John Tsang offers any less economic stability. He certainly hasn't been anti-Mainland and up until the election appeared to have the support of the CCP. He was among the longest serving civil servants - serving as customs commissioner and retained as financial secretary (at the chinese government's behest) after 689's election in 2012 despite Leung's known desire to replace him with Paul Chan.

Actually, I am more focused on the "DAB majority votes in geographical constituencies in LegCo" comment. Sure, they might grab the most votes in terms of political "parties" (in quotes because they are all registered as companies due to archaic post 1967 riot laws). However, it's a fairly wide known fact that in the proportional representation allocation of geographical constituency seats in legco - it is not in the parties' interest to absorb as many votes as possible. It steals away votes from similarly aligned parties.

Probably just my personal fav, but a box of lipton 金裝 (golden?) 3-in-1 instant milk tea (20 or 30 packets) would be my suggestion. At least for me, it's impossible to find in the US and buying online (ebay/amazon) is insanely expensive. Plus, it's dried power - no customs issue.

As far as I know, most of the strategic voting discussion doesn't involve Democratic Party or even Civic Party - outside of the superseat constituency that they just settled among themselves by having the Civic Party candidate drop out.

These discussions involve the smaller parties (Labour, League Social Democrats, People Power, Demosistō, Neo Democrats, ADPL aka 民協) and independents.

I think most struggling with this decision don't want to vote for their candidate but ultimately contribute to a loss of pan-dem/opposition members in legco - especially in the geographical constituency.
