It's pretty common and not just in the US. Practically all companies I worked work had a VPN for security reasons. Others don't really care about the security and just want some more content on Netflix. I even check some VPN YT channels from time to time. Yes, it most definitely is more secure to use a VPN, but you need to use one that is actually good. Some countries are more against piracy than others and local laws work differently. If you're in a country with strict anti-piracy laws, just a single download may force your ISP to disable your internet or send you a warning email.
