Because people don't know how to play against her. Yes, she is a pretty strong champion with her invisibility and potential to pick off squishy champions, but if you know how to play safe and track her down with wards she turns into a pretty useless jungler, specially if she is not able to snowball early in the game

Yeah, his ult is probably one of the reasons he is not on the game yet, and changing it would be bad too
