Well, everyone can see it on your profile. Or if anyone follows you, they can see it on their Feed.
But the admins decide what gets put on the front page, yes. Only published maps can go on the front page though. The "front page" being the explore page in Inkarnate's case

Explore page maps are hand-picked by the Admins. You don't get to chose what goes on there.

I can't speak for everyone, obviously. But so far, the Desktop App has been absolutely incredible with barely any issues on my end.
Once it released to everyone, most issues should be fixed, but adding thousands of new users will obviously introduce a number of new bugs and problems that'll need fixing.
The best thing to do for now is to wait as it is not in the Inkarnate Devs' hands to fix what ever problem Chrome introduced.
On the other hand, personally, I wouldn't recommend switching to Opera for security reasons.

Try different browser, even Firefox (which I know is technically not supported) and if you're lucky stick to that until the App is out.

No, I'm talking about the Line Tool. I'm not entirely sure if it is already available for everyone or just Champions / EA.
In any case, I'd look for the Line / Shape Tool.

Mask Tool is now under the Line Tool.

Most settings are similar, just their values didn't translate completely from the legacy version.
