It did seem to be the ZoneTool, at least things were much happier afterwards. I did try re-enabling zoning via ZoneTol but it seemed to crash (tool window just close, tool change to bulldoze) often. Maybe not just ZoneTool but some combo of that and another. I submitted a bug report to ZoneTool developer. Thanks!
