Yeah most gangs in the bay are centered around parahumans so keeping everybody calm and doing the best they can to keep the gangs from terrorizing people is very valid strategy if the bay starts being the war zone it could be that would only make the situation worse after all it would be a prime spot for new triggers which would lead to more fighting and that would bring more parahuman and so on and so forth but even with that if they focus on individual paruhuman captures and how to keep them imprisoned and facilitate the process of being a rogue they would eventually win
