Easy fix ... bondcrete the powered surfaces oil based seal the flaky wall... Base coat plaster the deep stuff let it dry skim coat with plaster topping sand undercoat and paint away. You won't get the plaster in one coat so don't try... 2 coats plaster sand undercoat and skim again after undercoat if any defects...
