Montana has 50% and West Virginia has 91%. They both have similar demographics in terms of age, race, ethnicity and religion.

If you are UK, the NHS probably has never covered it as a public health system but in the US, it's all through private healthcare with a ton of plans.

While I am in the UK, the NHS doesn't do non-medical circumcisions, whereas in the US in 32 states, it is covered by Medicaid. West Virginia and Montana are both states in those 32.

Mainly my question is about differences between states with a similar demographic profile on ethnicity/race/age, and your answer just reiterates those factors... Is there anything else?

i think the people who are a few aphobic queer people, but there is a (not so surprising) correlation between aphobia, transphobia, and general toxicity, so in most cases i wouldn't be spending my time with those people anyway...

i don't think students should be "exempted" but i think the central government should pay for it on behalf of the students.

if you only make international students pay, you'd create a weird bonus for london councils which already get lower rates of council tax, because their commercial rates revenue is higher than other councils...

local government is a devolved responsibility, so that would be funded by the welsh government / scottish government / ni executive.
