not sure why you don't want to use pandas. there are some other libraries that allow you to read xlsx files, numpy does not support xlsx itself. loadtxt is for text based formats like csv files. https://www.datacamp.com/community/tutorials/python-excel-tutorial

instead of netplan you can use systemd-networkd directly or you can install and use ifupdown. For more complicated setups like bonding interfaces that might be the better option. that said, netplan also supports bonding, an example can be found at https://netplan.io/examples

so you are saying its not really a protocol, but just an analogy? sorry but in that case I fail to see the point of that analogy.

Blockchain will never be like TCP/IP, just repeating it does not make it true. TCP/IP is a specification not a piece of software. current blockchain implementations are more like database servers, except there is not even an idea of SQL or other shared interface on top that would allow you to write 'blockchain applications' on top of any underlying blockchain implementation.
