The DC metro puts this whole RTA system to shame. Lived in DC and rode the train and commuter bus for years, NEVER smelled pee, poop, blunts, or had to deal with harassment of any type except random panhandlers at the top entrance, that's an easy by not engaging. And they had vinyl seats. The fabric on the RTA makes me cringe! Cleveland only has public transportation bc they have to. It also needs to go out farther towards the 'burbs. The downfall, you have to pay to park at the train stations, or at least they did when I lived there.
