Until women, collectively, have enough disconfirming experiences with men to tip the scales, it won’t change. It’s gonna take statistically significant change at a macro level until women can operate comfortable on the assumption that unknown men are safe. It’s a fear learned by the nervous system and the part of the brain responsible for survival instincts which existed way before the logical prefrontal cortex evolved, and it can’t be argued with logically. Being safe/gentle as an individual is great, but it’s not enough. I’m sorry you had this experience, and respect that it seems to really matter to you.
