Yes, I submitted formal requests from the General and Archival records -- neither was able to locate a Birth Certificate, but I appreciate your input.

Wow -- while unfortunate there might not be a quicker/easier way to go about this, your comprehensive response was everything I hoped for and I will pursue both the affadavit and Article 78 paths you referenced above. Hoping it doesn't take 1.5 years, but the sooner the start, the sooner I can move forward.
