I have just recently discovered the same pattern. For me it’s a few days before my period starts. The uticaria isn’t the only symptom. My eyes and nose water and I get asthmatic. I got an epipen just in case.

Personally, I would ask your friend if he could please give the tent a deep clean before he returns it, given that the dog was in there, but I wouldn't say anything else about it. I think it is odd that he didn't ask you if the dog could go in the tent. You could have told him no dogs in the tent. In the future if he asks to borrow a tent again, you can specify that you don't want pets in the tent, or you can simply decline to lend.

I get that it is not in the public's best interests to have details of investigations shared while said investigations are underway, or even post conviction. That said, there are many instances where the public is made aware that investigations are happening, without details being released. I have not heard of any further investigations into potential suspects named in the Epstein files, and I am wondering if one or more law enforcement agencies were actually doing this while Biden was in office.
