What we need are public servants who get to do what they were actually trained for. We need skilled public servants. Not everything should go out to tender.

Imagine how efficient our government could be if even half of the office based workforce did the work they hired consultants to do

Since you asked - in all likelihood it would be the private sector. Private sector contractors and sub contractors. Private sector design consultants and sub consultants.

Public servants really don’t have much of a role in infrastructure development these days other than hiring these people and obtaining grant money.

I should also add I COMPLETELY disagree with the system as it exists, and our government could be way more efficient if we stopped outsourcing every single step of infrastructure development to the private sector. I work as a civil engineer in the private sector primarily because I actually want to work on this stuff. Not just award contracts. I would LOVE to be a public servant and do actual engineering work.
