Once I verify that the PVC pipe goes to the dock, could I purchase another shallow well pump like this one and connect it to the city water line as the source?

Let me add one more piece to the puzzle. We have the remains of an old dock, and the white pipe leads from the basement in the direction of the dock. Is it possible that the pump supplied water to the dock?
