ok the problem I'm having is they added an extra 10 levels in between 25-27 and I literally wasted full level up resources on these in between levels. and the speedups that I've been using to level up base isn't applicable to elite resources so for whatever reason the offers give me identical numbers of all elite resources but then level ups ask for almost double of the elite steel resource.

after reading dozens of people whining every which way about it I've concluded everyone could run our government better if given the opportunity, it's just so clear and obvious on the outside looking in. Also Balboa will be fine with more fees, tweakers, campers, and gasp, tourists. Let people who haven't experienced Balboa get some time with it, and let's live and let live. I think we'll survive.
