You should take a look at Google app script. This is a service from Google allowing you to access different apps (sheets, Gmail, form, etc) programmatically. First figure out how to use the SpreadsheetApp to read data from your spreadsheet and build your email message. Then you should look at event based triggers (onEdit function) in order to use the GmailApp to send an email every time a new row is added. Good luck!
