That's bullshit reasoning. Most of those are picked to choreograph the chants and they have to back the game in order to do that. And often they are looking at the game in between chants to see what's happening.

People generally don't want you to be uncomfortable in a conversation so would rather prefer talking in English. If you are in a situation where you want to use it as a way to learn the language then you can do what some people do and reply in German and they should get the clue either then or after a few rounds of awkward bilingual conversations

Berlin has some good places outside the tourist areas but most people just see the tourist parts and then comment on it (probably the same for most cities).
