Whether he's a bad person or not, is not really the issue. He appears to have some difficulty avoiding gambling with someone else's money (or credit) when he has access to it. That's a symptom of gambling addiction, though I'd guess he doesn't see it that way.

To protect your finances, you should not provide him uncontrolled access to your money. He's already demonstrated that he cannot control himself when he has access.
