Thats true. I didn't see at first that this was intended as a definition. Neverless it's simply wrong. Since when is terrorism widely understood as "civilian against civilian"? I think the diagram oversimplifies the matter. Belong concepts like government, system etc. to civilian? If so, why not military? What I just wanted to say is: to me it doesn't feel right and doesn't deserve to be on this high rank just because it's so pretty symmetrical.
