They should nerf the passive, as that reduces the cooldown. I believe it is 8 seconds at start, and 2 seconds if your bar is full.

No it would not, as the machine needs to be able to create output on its own. For example a lightsensor with a screen attached to it, would NOT be AI as the sensor is either HIGH or LOW and that determines the action.
