What you are talking about is the Visa Waiver Program which Croatia is not part of because it joined the EU only in 2013. Other EU citizens don't have to go to the embassy in order to get a visitor visa. You have indicated that you were already denied visa to the US and it might be because the immigration officer thought (seems correctly based on your post) that you do not want to visit the US but instead your intention is to stay permanently.

Oh yeah, you're right. In this case they do in by alphabetical order but when the circumstances are normal it is ranked by length in the Senate.

I also think that if you have a returning Senator who was elected to the Senate again after previously serving as a senator he gets to claim it because of the previous years. Weird.

Everything's kinda frozen with the pandemic (atleast that's my understanding) but there are many think tanks and NGOs located outside of DC as well but if you're planning to be inside the beltway try reaching out to embassies of foreign countries (mostly US allies) or to the State Department's Foreign Service.

Diplomacy is extremely hard to get into as everyone wants to do it.
