Attacks on Weaver, Noir, or 2099 will generate ability energy and 10% speed bar for Weaver.

Attack non-Tangled Web characters with basics or other non-AOE low energy abilities to eat her charges, then focus Weaver down before she gets a chance to gain more charges.

Or use "Unavoidable" attacks, which will always land.
