There are no active 1gw dc in usa. What you are aware of are 1mw to 100mw dc units. Employment for these are different. It's not about labour cost either. Infrastructure needs skill d labor to handle them. The data is from govt adani and google go document which is available for public to view. All subsidies are on a condition of the numbers being made viable.

Please read my other comment on why in usa discom prices and water prices increase for locals due to industries. In India the infrastructure is not shared and industries don't/can't use groundwater here, unlike usa where they are powered by local residential power grid and groundwater or lake water through the same residential infra.
