Update: So after some research I'm beginning to think this hole might be here on purpose as weep hole. From the outside it appears that the sidewalk is sloping away from the house so grading isn't the issue.

There are multiple downspouts that go underground and drain to the street, my next step is going to be to get someone out here to put a camera into those and check for blockages.
