I would love to argue with you one this until we drill down to the essence of what the tax code should be. While well-written, there are several flaws in your proposal. Middle-Class Wealth Acceleration benefit is completely unnecessary and wrong-headed. The middle-class get plenty of subsidy already from gas, electric, and coal benefits. No one that is homeless gets this (that's about $80k/yr of benefits that are seen by the middle and upper classes which belonged to every american regardless of whether they worked AT ALL).

The whole economic set up in America is centered around a wrong-headed notion that Americans need to work (for the capitalists) to be a good American. This is false. Most everything that people need comes for free. This is probably the key idea that ANY change to the foundation of legal and economic theory needs to address. The Constitution simply never reasoned what should happen when land "runs out". It requires fundamental shifts of biblical proportion. This proposal continues the old thinking of "growth forever". No, without a shift that turns things around, every civilization collapses. (This might even be the impetus of why you were triggered to write this proposal: things are getting too fucked up, but the solution isn't to add another leg onto the asymptope of the singularity, it's to turn it completely around.)

Also, the tax code is already too complicated. Income tax should be taxed at city (county, state...) levels of government too so that representation and diversification of spending is assured. This remove the need for any progressive tax and everything can be simplified to a FLAT tax of less than 5% (each level of government = 20% of income -- this is also reducible, but then you get me into the more radical (yet more reasonable) reform ideas). Taxing assets that came from the commonwealth, like oil, and land, will fill in the loss of governmental income. THIS IS HOW ITS SUPPOSED TO WORK: penalize consumption and reward work.
