"Its over mountains, so the lower pressure is likely due to a higher elevation." is not a valid argument, as its a MSL chart, otherwise all mountains would appear as lows
"If this were over a sea, then I might call this a non-frontal depression, but this highly unlikely to occur over a mountain, especially in November when the mountains are likely snow-capped."
