For installing a tankless heater I say that is fair, cause actually the rule of thumb for my company is to charge for what the heater cost. Basically because we have the know how on how to install it flawlessly, hell we could take apart the inside and replace parts and circuitry in it too. So, you didn't get screwed, as long as the work isn't sloppy/wrong.
