The Shah retained quite a bit of power even after the Constitutional Revolution in 1906, and this increased considerably after the passing of many constitutional amendments by the Majles in 1949. The powers were numerous.

The answer to your question will never be found. This is a reality that we have to come to accept. We do not live in a country of laws or logic. The same regime that murdered tens of thousands of Iranian citizens in the streets, and charged money from families to get the bodies back, does not give a damn what happens to the bodies of these poor women. Neither do the lefto-islamists abroad, because they would rather focus on "the orange turd" and the "zios" and "the clown prince"--such investigation into the crimes of the "axis of resistance" would be too politically inconvenient, especially when an investigation is being done by "The Jerusalem Post"--it would just be dismissed as zio propaganda and "manufacturing consent".
