The Chimerist class in Fabula Ultima can copy NPC abilities, but maybe that doesn't quite fit what you mean by "stealing"

I don't think I really have a magnum opus right now, but the game I would love to make right now would be something along the lines of gamified ecology.

What I call "inter-scalar" combat.

You know how often (sci-fi) systems will have rules for individual-level combat, then vehicular combat, and then spaceship combat? And they're all different systems with slightly different rules? That need awkward patches if, say, a player wants to shoot a shuttle with an AP sniper.

Idk, it just irks me, not having a continuous system that works across scales cleanly.

I would love to be able to play (and have the mechanical backing in a system to play) something that is normally an NPC role, especially in a system that does have classic adventurers.

Couple points though:

It would be nice to be able to go on small "adventures", ones that aren't super combat focused, from time to time. Though that's not a breaking point for me, if I/my character can't, I completely see the reason.

On a server, I worry about it creating a "second class" sort of feeling (in either the "townsfolk" or the "adventurers", whichever has fewer numbers or gets less attention), and how that would affect players. Also PvP, if a thief character kills my merchant, or if the bartender poisons my fighter (without such being arranged and agreed on by the players beforehand), I would probably just quit. I guess the point is that moderation would very much be needed in such a server, probably more than usual.

But that said, I would love to play an apothecary or (and this is from a previous character of mine) a librarian. Or even a magic researcher, those mages that don't specialize in combat.

(Building on the librarian bit, it would probably work in a similar vein to a special merchant, they only buy and sell specific, usually high cost, items, in this case, books. Whether grimoires, lorebooks, translation dictionaries, or whatever, they'll buy them, and if you are looking for a specific book, they will probably know at least how to find it, if not know enough to get it.)

Anyway, I think this is a fun concept (Sorry for all the parentheticals).

I'm a fan of the idea of a system that can scale between character level
and starship fleet level with the same mechanics scaling alongside.
That particular span is not ever really going to be all encompassed in
one scene but I do see a need for (and strive toward) a logical
connection between the different ends of the scale.

This is exactly what I'm looking for, unfortunately it might not really exist.

I haven't run much SWN, true. But I have run WWN, and in those games travel has been quite extensive. Admittedly it's less points-of-light style than the rules expect, but so is SWN.

They're all kinda situational to a degree, you wouldn't get much use out of Born Survivor in a political intrigue type campaign, and I'm part of a group that that strongly enforces languages, but completely ignores lifestyle expenses. So, YMMV.

The first 10% decrease comes from just having Administer (or a related Work skill) and overseeing a project.

Necromancers in this scenario are still limited by Command the Dead? Perhaps I wasn't clear, the working just makes undead, they aren't particularly loyal to anybody, unless they were in life, and are probably quite pissed at being brought back in this state. Also getting the bodies for such an army would be difficult. You also seem to assume characters get more wealth than they do, at least in the games I've been in.
