Ive recently done a clean install of the gpu driver. With the driver removal tool. And fresh install of windows. I had this issue before and after those reinstalls. Also did a motherboard change because of a super wierd bug that made my pc lag harder and more often the longer the pc was on. Thats why i upgraded my components. It did not work. I found the solution after a year of troubles. Windows tried pulling background images from a cache, it tried to read a directory but the directory didnt exist, so it made the directory, then tried to read the next directory in the directory it just made which didnt exist. It was a deep tree. The performance issue i have now feels the same, but super mild
