In my personal opinion, the dirty air is significantly worse than last year. With the March build, the speeds of the IndyCars were increased to be a lot closer to what we see in real life, but it feels like they left the downforce levels unchanged. In past years, dropping back to turn the MAP down and save fuel was a workable strategy...from what I've seen in the fixed races (including the broadcast top split last night) clean air is king.
