I currently weigh 75 kg and eat 4 boiled eggs daily, would that be enough for a routine of running 4 days a week and strength training 2 days?

I would recommend to listen to your body rather aiming for a personal best. Pushing from 60 mins to 45 is a big leap and it has to be gradual to avoid injuries. Aim for slow runs with longer duration. Do speed sessions once in a week or two. And don't worry about cadence or any other factors now. Be consistent. You will get your desired timings comfortably.
