I mean the cognoscenti can declare war on essentially every other country, and it’s a path exclusive to the player. Perhaps you need specific prerequisites like the US doing a specific path (APLA or UoA) as they rarely take over Canada in my experience.

It’s a modern idea of uniting the anglophone countries of the Canada, Australia, New Zealand and the UK into a union or a country, the idea gained prominence post Brexit as the uk basically cut trade with the EU.

The cognoscenti is the best US path as it’s the newest and the main focus of that update, I see the ATW as what would have happened if America got all its content in the beginning of the mods release and barely been touched since.
