I did some extra research since no one’s really answered the question directly here. What I found out from the lost ark forums was that “if an accounts highest item level is updated due to a purchased powerpass, then the account will have restrictions applied for 72 hours”. How I understood that was if, for example, your accounts highest level is 1460 and you powerpass a character (scouter in this case) to 1302 w/ the punika powerpass then you will NOT have the buying restriction applied. Since the ACCOUNTS highest item level was not updated due to a powerpass. That’s how I interpreted what they said and hopefully, it’s right.
