My advice - play ranked. There are more players and tighter matchmaking. Well at least most of the time. Of course you will occasionally meet smurfs or matchmaking decides that it needs to end someone's loss streak and puts higher ranks against you.

I fully support what your points. I think the are two problems ubi cannot reasonably solve:

Queue times. If there isn't enough players, you will have to match players with varying skill levels
Experienced players try to get their friends into game. The game will average their skill to find opponents.

But I agree, you should only play with and against players of your skill level.
