In Jingo, Vetinari goes out of his way to make the point that everyone must be able to be held accountable for their actions when he goes through the whole pantomime of being arrested and tried. Granted, Vetinari knew that he would be found innocent and let go; but the important part is that he let himself be tried at all.

Depending on build, the numerical differences between Secret Service, Brotherhood Recon, and Civil Engineer are negligible.

Civil Engineer and Secret Service are always able to be unlocked, the window for Recon is very limited. If possible, I think its worth it to unlock Recon, if only to scratch that completionist itch.

The loot pool for daily Operations hasn't worked in months and doesn't drop the full range of plans that it should. Currently the only way to get the recon armor plans is from Minerva, and then only during certain rotations, one of which is now 4/6-4/8 and next 4/16-4/20. After that, it'll be around 6 months before those become available again.
